The Ministry of Defense has responded to rumors about electronic draft notices in "Reserve+"

The Ukrainian Ministry of Defense has officially denied reports that electronic draft notices will begin to be sent via the "Reserve+" app starting in April 2026. 

The Ministry of Defense informed RBC-Ukraine of this.

In a statement dated March 27, the ministry emphasized that Ukrainian legislation does not recognize the concept of an “electronic draft notice” at all, so no government agency has the legal authority to create or send them in digital format. Reports circulating online about the development of such a feature were described as the result of a misunderstanding or deliberate misinformation.

According to ministry representatives, no such tools are being developed for the app, as “Reserve+” operates on a completely different principle. The project was created exclusively as a tool for convenient interaction between citizens and the state, specifically for remotely updating personal data and simplifying access to military registration without unnecessary bureaucracy. The Ministry of Defense urges the public to rely only on official sources of information and not to fall for attempts to manipulate the rules regarding mobilization measures.

Acting Minister of Digital Transformation Oleksandr Bornyakov stated on March 24, 2026, that the ministry does not plan to introduce electronic draft notices in the “Diya” app or any of its other products

Military Ombudsman Olga Reshetilova stated that the delivery of draft notices to conscripts should not be carried out by territorial recruitment centers.
