The Ministry of Digital Transformation proposes postponing the mandatory launch of eAcciz until July 2027
The Ministry of Digital Transformation of Ukraine plans to propose to the Cabinet of Ministers that the deadline for the mandatory launch of the “eAkcyz” electronic system be postponed for a second time—from November 1, 2026, to July 1, 2027. This was reported on August 3 on the ministry’s website following a meeting with representatives of the European Business Association (EBA), the State Tax Service (STS), the State Customs Service (SCS), and the business community.
The Ministry of Digital Transformation noted that the decision was made in response to requests from the business community, which needs additional time to test the system and adjust internal processes, particularly in the small and medium-sized enterprise (SME) sector.
“We have heard the business community’s request for sufficient time to test the system and collaborate with economic operators, particularly small and medium-sized businesses. We support this request and will propose to the Cabinet of Ministers that the mandatory launch of the system be postponed to July 1, 2027. At the same time, it is important that market preparations continue immediately. Therefore, together with the business community, we are preparing a step-by-step plan for the implementation of ‘eAkcyz’—from business registration in the system and comprehensive testing to its actual use,” the statement reads.
The agency added that preparations for the system’s launch are ongoing. Specifically, a test environment for integrating accounting systems has been operational since August 1, a CRM system for technical support has been launched, the second phase of testing is underway with the participation of JTI, DLS, and the “LotOK” network, and the excise tax payment mechanism is being tested.
The Ministry of Digital Transformation also called on all economic operators to participate in testing the system.
Earlier, Danylo Getmantsev, chairman of the parliamentary committee on finance, tax, and customs policy, stated that the Ministry of Digital Transformation would not be able to launch the system by November 1, 2026, due to problems with providing fully functional software for testing. According to him, the relevant committee of the Verkhovna Rada will be forced to support a postponement of the deadline to protect the interests of businesses and the state budget.
The “eAkcyz” system provides for the electronic tracking of the circulation of excise goods—from the ordering of excise stamps to their write-off. At the end of 2025, the system’s launch had already been postponed by 10 months due to its lack of readiness.
