New NSDC Secretary Klymenko Caught Plagiarizing

Ihor Klymenko, Secretary of the National Security and Defense Council, has been accused of plagiarizing his doctoral dissertation, which he defended in 2019. According to an analysis by the service “Plagiarism and Fabrication in Scientific Works,” the thesis contains text matches on 51 of 414 pages—representing about 12% of the main text—as well as signs of fabricated results.

In particular, experts documented unauthorized borrowing from the works of seven scholars—five Russians, one Belarusian, and one Ukrainian. 

Examples include literal translations of articles by Russian authors without citations, the copying of statistical data, and the mechanical substitution of words, which resulted in references to cadets’ official duties or amber mining in the Sumy region appearing in the text. 

In addition, the study’s authors examined a number of scientific articles by Ihor Klymenko that were published prior to the defense of his doctoral dissertation. Ultimately, they concluded that some of these works also contained extensive text borrowings without proper citations. It was precisely these articles that later formed the basis for certain chapters of the doctoral dissertation.

Ihor Klymenko himself has not yet publicly commented on the allegations.
