Norway has provided Ukraine with more than $100 million in budget support through the Ukraine Facility

Ukraine has received over $100 million in budget support from Norway through the Ukraine Facility. 

“I am grateful to Norway for providing over $100 million in budget support to Ukraine through the Ukraine Facility. This is a significant and very timely decision, which we discussed with Prime Minister Jonas Gahr Støre during our recent meetings,” Zelenskyy emphasized.

On September 17, the Norwegian government announced an agreement to provide funding to Ukraine through the European Union’s Ukraine Facility. Norway has allocated 1 billion Norwegian kroner for this support in 2026.

The funds are intended to help the Ukrainian government maintain the functioning of the state apparatus, provide critical services, and implement reforms. Separately, the funding is earmarked to support anti-corruption measures and reforms in the energy sector.

The funding will be channeled through the Ukraine Facility—a special EU instrument for civilian support to Ukraine. A portion of the funds under this mechanism is contingent on Ukraine’s implementation of the reforms outlined in the Ukraine Plan.

The President of Ukraine noted that Norway’s support remains important for Ukraine.

“Norway’s support is important to Ukraine—a country that has always stood by us and helped us, said Volodymyr Zelenskyy.

In recent months, Ukraine and Norway have also been strengthening their cooperation in the fields of security and defense. During a meeting in August, Volodymyr Zelenskyy and Jonas Gar Støre signed an agreement on defense cooperation and a Joint Declaration on Strategic Partnership.

In September, the two leaders also discussed strengthening Ukraine’s air defense and preparations for the winter season.

The new budgetary support through the Ukraine Facility is part of Norway’s broader assistance to Ukraine, which covers the civilian, humanitarian, and military spheres.

This was announced by Ukrainian President Volodymyr Zelenskyy.

The day before, Ukraine received the seventh tranche of funding from the European Union under the Ukraine Facility program, totaling 2.8 billion euros. Taking into account the repayment of advance funding, the state budget actually received 2.6 billion euros. The total amount of funds received under this mechanism has exceeded 29.4 billion euros.

European Commissioner for Enlargement Marta Kos reported that the European Commission proposed that the Council of the EU provide Ukraine with nearly 2.8 billion euros under the Ukraine Facility program. The decision was adopted after Ukraine implemented the necessary reforms.
