Young people from the temporarily occupied territories will be able to obtain Ukrainian documents in five countries
Ukrainian youth born in the temporarily occupied territories who do not have a Ukrainian passport will be able to obtain the necessary documents to return to Ukraine through a simplified procedure. The Ministry of Foreign Affairs reported that document processing will be available in five countries. This will simplify the identification process and ensure that citizens can return to Ukraine.
New procedure for processing documents introduced
According to the Foreign Minister, this is an experimental procedure for obtaining an identity document for return to Ukraine.
The document will be issued free of charge and will allow individuals to return to Ukraine to subsequently apply for an ID card and a foreign passport.
Identity can be verified remotely
Sybiga reported that a simplified identity verification mechanism has been established for applicants.
Specifically, this can be done based on the testimony of a legally competent family member who is a citizen of Ukraine. This procedure is even possible via video call.
Applications can be submitted in five countries
You can apply for an identity document to return to Ukraine at Ukrainian diplomatic missions in Belarus, Georgia, Armenia, Turkey, and Kazakhstan.
In Turkey, the Consulate General of Ukraine in Istanbul and Antalya will also provide these services.

The new mechanism is primarily intended for young people from temporarily occupied territories who were unable to obtain Ukrainian documents due to the Russian occupation.
Upon returning to Ukraine, they will be able to obtain a full set of documents certifying their Ukrainian citizenship.
