The Rada has registered a resolution to accelerate negotiations on Ukraine's accession to the EU

On June 5, a draft resolution titled “On Parliamentary Support for the Negotiation Process Regarding Ukraine’s Membership in the European Union” was registered in the Verkhovna Rada of Ukraine. 

The document aims to accelerate the adaptation of Ukrainian legislation to EU standards and remove bureaucratic obstacles to European integration.

The explanatory note emphasizes that Ukraine’s course toward full membership in the European Union, enshrined in the Constitution of Ukraine, requires the updating and strengthening of internal organizational and legal procedures.

“Ukraine’s course toward full membership in the European Union, enshrined in the Constitution of Ukraine, requires a fundamental update and intensification of domestic organizational and legal procedures. The official launch of the negotiation process regarding Ukraine’s accession to the European Union has highlighted the need to develop a new model of interaction between the legislative and executive branches of government,” the document states.

The resolution provides for the creation of a clear system of cooperation between the Cabinet of Ministers and the Verkhovna Rada during negotiations on Ukraine’s accession to the EU.

Among the document’s key provisions are:

  • joint oversight by the government and parliamentary committees over the drafting of legislation necessary to harmonize Ukrainian law with EU law;
  • prompt notification of the Verkhovna Rada leadership regarding the results of consultations with European Union institutions;
  • mandatory notification of parliament and relevant committees regarding changes and recommendations received during negotiations on already registered draft laws.

The authors of the initiative are convinced that the new mechanism will help avoid discrepancies between the government’s positions and the requirements of European institutions as early as the legislative drafting stage.

It is also expected that the adoption of the resolution will expedite the necessary regulatory procedures and facilitate the opening and closing of negotiation chapters in the process of Ukraine’s accession to the European Union.

The document is intended to serve as an important tool for coordination between branches of government and to enhance the effectiveness of Ukraine’s European integration course.

All European Union countries have agreed to begin negotiations with Ukraine and Moldova on opening the first cluster on the path to EU accession. This means that the process is officially moving into the practical phase, and the countries are one step closer to membership.
 
Cyprus, which currently holds the EU presidency, initiated preparations for the official launch of negotiations, and this decision is considered an important milestone for Ukraine and Moldova on the path to European integration, as it effectively opens a new stage of political and legal rapprochement with the EU. This was reported by Ukrainian Prime Minister Yulia Svyrydenko.
 
The European Commission announced plans to allocate up to 641 million euros for the development and support of Moldova’s economy. This was stated by European Commissioner for Enlargement Marta Kos during her visit to Chisinau.
