In the Kyiv region, doctors were caught issuing false psychiatric diagnoses to draft dodgers

The National Police and the Security Service of Ukraine have dismantled a corruption scheme in the Kyiv region, whose organizers helped conscripts avoid mobilization during martial law. Those involved in the case—officials and medical workers—massively forged medical reports regarding mental illnesses. They now face up to eight years in prison for their actions.

This was reported by the Kyiv Regional Police.

 

The illegal activities were documented by investigators from the Brovary District Police Department in collaboration with operatives from the SBU Main Directorate in Kyiv and the Kyiv region, under the procedural guidance of the Brovary District Prosecutor’s Office.

The organizer formed a criminal group in 2025, recruiting three accomplices, including practicing medical professionals. The perpetrators arranged for their “clients”—men subject to military conscription—to be referred to a specialized medical facility. There, documents were prepared stating that they had allegedly undergone inpatient treatment for a month, although in reality the men had not been admitted to the hospital. The scheme’s organizer charged $5,000 for a full set of forged medical documents containing a false psychiatric diagnosis. Additionally, those evading service had to pay a mandatory so-called “charitable contribution” separately, directly into the medical facility’s account.

During a series of authorized searches at the suspects’ residences, as well as on the premises of the involved hospitals, law enforcement officials seized significant amounts of cash, mobile phones, laptops, and digital storage devices, which fully prove the guilt of the group’s members.

All four suspects were detained in accordance with Article 615 of the Criminal Procedure Code of Ukraine and placed in a temporary detention facility.

Investigators have already officially notified the detainees of their suspicion under Part 1 of Article 114-1 of the Criminal Code of Ukraine (obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period). One of the main organizers is additionally charged under Part 2 of Article 369-2 of the Criminal Code of Ukraine for receiving unlawful benefits in exchange for influencing the decisions of public officials. Investigative actions are ongoing to identify all individuals who managed to use the services of the suspects.

As a reminder, the organizer of a scheme to smuggle draft dodgers for $12,000 was detained in Kyiv.

Additionally, an employee of the TCC in Chernihiv Oblast was detained for bribery.
