In the occupied Luhansk region, a prison guard tortured Ukrainian prisoners of war

The Security Service of Ukraine has gathered evidence against an operative of Correctional Colony No. 4 of the Federal Penitentiary Service of the Russian Federation in the so-called “LPR, who is suspected of involvement in the mass torture of Ukrainian prisoners of war.

According to the investigation, the suspect is a resident of the temporarily occupied Luhansk region who, following the occupation of the region, defected to the occupying forces and joined the Russian Federation’s armed formations.

As noted by the SBU, he was assigned to the administration of a correctional facility that the occupiers use to detain members of the Ukrainian resistance movement and prisoners of war from the Armed Forces of Ukraine.

According to investigators, between 2022 and 2026, he systematically tortured the prisoners.

In particular, it has been documented that during the so-called “intake” process, Ukrainian soldiers were beaten with rubber batons on various parts of their bodies and heads.

The SBU emphasizes that such actions constitute a gross violation of the Geneva Convention relative to the Treatment of Prisoners of War of August 12, 1949, which prohibits anyacts of cruel treatment or actions that pose a threat to the life and health of prisoners of war.

Based on the evidence gathered, SBU investigators have notified the suspect in absentia of charges under Part 1 of Article 438 of the Criminal Code of Ukraine—cruel treatment of prisoners of war.

Since the suspect is located in the temporarily occupied territory, efforts are ongoing to determine his whereabouts and bring him to justice.

Earlier, the Kherson City Court sentenced Russian police captain Alexander Medelsky to 10 years in prison for torturing civilians during the temporary occupation of the city.

Previously, based on evidence gathered by the Security Service of Ukraine, two FSB agents—who were exposed in late October 2025 while coordinating Russian airstrikes on Dnipro—were each sentenced to 15 years in prison with confiscation of property. 

The Shevchenkivskyi District Court of Kyiv found a soldier of the 1st Marine Company of the 1of the 40th Separate Marine Brigade of the Pacific Fleet of the Russian Armed Forces guilty of a war crime and sentenced him to life imprisonment.
