In Vinnytsia Oblast, the director of a special-needs facility is suspected of exploiting residents

Law enforcement officials uncovered cases of exploitation of people with intellectual disabilities in the Vinnytsia region. The head of the regional public institution was notified of the allegations.

According to the investigation, she organized the deployment of residents to work outside the facility—in the town where it is located—effectively exploiting their labor.

This was reported by the Office of the Prosecutor General.

Taking advantage of her position and the fact that the residents have varying degrees of mental disabilities, the director systematically exploited them from last fall until now. Specifically, in early April of this year, at the director’s instruction, four individuals were cutting down trees in the village. Such work requires specific skills and the ability to use tools, and therefore could have been dangerous for the individuals involved.

Prosecutors from the Tulchyn District Prosecutor’s Office notified the woman of her suspicion of human trafficking, committed by a group of individuals acting in concert, involving several residents by exploiting their vulnerable condition (Part 2 of Article 149 of the Criminal Code of Ukraine). A motion has been filed with the court to impose a preventive measure on the suspect and to suspend her from her position.

During a search of the facility, accounting and medical records, personal files, bank cards, mobile phones, and restricted substances were seized.

The final number of victims and the involvement of other individuals in the commission of the criminal offense are currently being determined.
