The Ombudsman's Office has revealed the most common complaints against the TCC

In the first quarter of 2026, the Office of the Verkhovna Rada Commissioner for Human Rights received 1,657 complaints regarding possible violations by the Territorial Recruitment Centers (TRCs) and Special Recruitment Units (SRUs). Citizens most often file complaints regarding non-compliance with procedures during mobilization activities. 

This was reported by Hromadske, citing data from the Secretariat of the Verkhovna Rada Commissioner for Human Rights.

The main topics of the complaints were violations of the rights of individuals who, according to the law, are not subject to conscription into military service. A significant portion of the complaints also concerns the work of military medical commissions and the rights of conscripts during the medical examination process.

In addition, Ukrainians are actively challenging decisions made by the Territorial Recruitment Commissions (TRCs) and Special Commissions (SCs) during mobilization and the immediate deployment to military units. The Secretariat continues to process the received appeals to ensure respect for human rights within the activities of mobilization bodies and the Russian Federation.

The reform of the TCC is still in development; we cannot disclose details yet — Svyrydenko.
