Occupier involved in torture in Kherson region notified of suspicion

Investigators in the Kherson region have, in absentia, notified another Russian special services employee of suspicion in connection with the torture of a civilian in the Skadovsk district during the occupation.

The suspect is a 45-year-old employee of the Russian Federal Security Service (FSB), serving in the 9th Directorate of the Operational Information Department of the 5th Service.

According to the investigation, on 10 April 2022, a group of Russian military personnel broke into the home of a 41-year-old resident of Mykhailivka. The man was taken to a sanatorium in Lazurne, seized by the occupiers, where he was tortured in an attempt to obtain information about volunteers, fundraising for the Armed Forces of Ukraine, and weapons storage locations.

In the sanatorium basement, the FSB officer ordered the man to be handcuffed to a pipe and interrogated. When the officer did not obtain the desired information, he instructed a Russian soldier to beat the detainee, threaten to mutilate him, simulate an execution, and fire shots near his head. The victim had a bag placed over his head twice, cutting off air supply and causing him to lose consciousness, and he also suffered a gunshot wound to his leg. Throughout the interrogation, he was left without underwear. He was finally released home in the evening.

The FSB officer’s actions have been classified as cruel treatment of civilians and a violation of the laws and customs of war committed by a group, punishable by 8–12 years’ imprisonment.

Law enforcement noted that this is not the first crime involving this officer: in 2023, an indictment was already submitted to court against him for another episode.
