Retirees may lose their right to free transit in other cities: the reason

Retirees are entitled to free public transportation throughout Ukraine; however, they may be required to pay for a ride in another city. The reason is that local systems for organizing discounted fares vary, explained Ukrainian Ombudsman Dmytro Lubinets.

According to him, a pensioner’s ID remains valid throughout Ukraine, but in some cities, a local transit card is required for free travel. In particular, in Lviv, a “LeoCard” may be required.

“It’s not that their ID has suddenly become invalid. It’s valid throughout Ukraine. The problem is that while the right is uniform across the country, the system for implementing it varies from city to city,” Lubinets said.

Lubinec emphasized that there is currently no unified mechanism to determine who should compensate the transit provider for the cost of a discounted ride in another municipality.

“It is precisely this kind of clear and uniform mechanism for the entire country that is lacking today. We need uniform rules, a clear funding mechanism, and the ability to use the benefit throughout Ukraine. After all, a beneficiary’s ID card has no ‘territorial scope.’ Likewise, there should be no territorial limits on human rights,” the Commissioner concluded.

Pensioners in Ukraine will be able to receive a monthly supplement of up to 900 hryvnias.

New rules for pension eligibility took effect in Ukraine on August 2. Specifically, the procedure for submitting documents will be simplified, and certain periods of employment will be counted toward the insurance record even in cases where the employer did not pay the unified social contribution.

The average pension in Ukraine has exceeded 7,200 hryvnia.

Starting September 1, teachers in Ukraine are guaranteed a 20% pay raise.
