Pensions in Ukraine in 2026: How Much Do Pensioners Receive, and Where Are the Highest Payments?

The average pension in Ukraine for the first half of 2026 increased by 728 UAH. At the same time, this figure does not fully reflect the actual level of payments, as a significant portion of Ukrainian pensioners receive amounts lower than the average pension.

As of July 1, 2026, there were 9,976,619 pensioners in Ukraine. At the beginning of the year, their number stood at 10,167,150.

Thus, over the course of six months, the number of pensioners decreased by 190,531.

The distribution of pensioners by monthly benefit amount is as follows:

  • up to 3,000 UAH – 335,771 people;
  • from 3,001 to 4,000 UAH – 2,398,705 people;
  • from 4,001 to 5,000 UAH – 1,719,253 people;
  • from 5,001 to 6,000 UAH – 1,487,429 people;
  • from 6,001 to 7,000 UAH – 827,131 people.

In total, 6,768,289 retirees receive up to 7,000 UAH per month.

At the same time, nearly 1.88 million Ukrainian pensioners receive a pension of more than 10,000 UAH per month.

Specifically:

  • from 10,001 to 15,000 UAH – 955,823 people;
  • from 15,001 to 20,000 UAH – 487,672 people;
  • from 20,001 to 25,000 UAH – 238,387 people;
  • from 25,001 to 30,000 UAH – 168,323 people;
  • over 30,000 UAH – 29,530 people.

The average pension in the 10,001 to 15,000 UAH range is 12,021 UAH, and among pensioners receiving between 15,001 and 20,000 UAH, the average pension is 17,208 UAH.

The average pension varies significantly by region. The highest figure among the data presented was recorded in Kyiv—9,901 UAH.

Pension payments are also higher than the Ukrainian average in:

  • Donetsk Oblast;
  • Dnipropetrovsk Oblast;
  • Luhansk Oblast.

At the same time, the lowest pension amounts are found in the following regions:

  • Ternopil Oblast – 5,656 UAH;
  • Chernivtsi Oblast—below the Ukrainian average;
  • Zakarpattia Oblast – below the average.

Thus, the difference between the average pension in Kyiv and that in Ternopil Oblast exceeds 4,200 UAH.

These figures demonstrate a significant disparity in pension payments both among different groups of pensioners and across Ukraine’s regions.

This was reported by the Judicial and Legal Gazette.

Earlier, the Ministry of Finance released the draft state budget of Ukraine for 2027. It includes record-high spending on security and defense, salary increases for teachers and medical workers, as well as significant funds for pensions, support for veterans, and internally displaced persons. Overall, government spending is expected to rise to 7.27 trillion hryvnias.
