"The police will not be able to carry out mobilization functions on their own," said Vyhovsky
Ivan Vyhovsky, Head of the National Police of Ukraine, stated that the agency is unable to independently assume mobilization functions.
He made this statement in an interview.
According to him, despite preparations for mobilization reform, in which the National Police is assigned an important role, there are objective limitations. In particular, this concerns the possible expansion of powers regarding the search for conscripts.
Vygivsky cited two key reasons why the police cannot fully carry out such tasks. “First, there is a significant shortage of personnel. Second, due to the full-scale invasion, the police have already been assigned many additional functions,” he explained.
Separately, the head of the National Police commented on the agency’s reputation and its interaction with citizens, particularly in the context of potential involvement in mobilization efforts alongside the Territorial Defense Forces and the Special Forces.
“There’s a saying that ‘war excuses everything,’ but not for the police. We are always in the public eye, and we have always fought to maintain a high reputation. And it is up to us to continue working with the public after the war ends,” Vygivsky emphasized.
He stressed that maintaining public trust is a crucial factor in police work both during the war and after its conclusion.
On April 1, 2026, a new phase of mobilization administration began in Ukraine, involving the full digitization of processes and increased oversight. However, the mobilization model itself remains unchanged.
As a reminder, the Ministry of Defense of Ukraine has integrated the ability to schedule an appointment at territorial recruitment centers directly into the “Reserve+” app. Now, those subject to military service can plan their visit in advance by selecting a convenient date and time with just a few clicks.
The Kyiv Regional Territorial Recruitment Center clarified whether a paper military ID is considered valid. By Resolution of the Cabinet of Ministers of Ukraine No. 559 dated May 16, 2024, an electronic military registration document (VRD) was introduced in “Reserve+.”
