In the Kyiv region, 15 criminals organized a large-scale production of fake documents

Law enforcement officers in the Kyiv region dismantled an extensive criminal network involved in the production and distribution of counterfeit government documents featuring holographic security features. 

This criminal group consisted of at least 15 people

During a large-scale special operation, law enforcement conducted more than three dozen searches and detained the key organizers of the illegal business.

The criminal scheme was organized like a real commercial enterprise with a clear division of responsibilities among all participants. 

While some members of the group actively sought out potential clients, others were responsible for the actual technical production of high-quality counterfeits, and a third group coordinated delivery and financial transactions. 

The criminals accepted criminal orders during in-person meetings, through trusted intermediaries, and entirely remotely. Clients could receive the finished products via mail services or directly in person.

The range of illegal goods covered virtually all areas of official document circulation. The suspects produced fake passports, college diplomas, driver’s licenses, certificates, and various notary forms. 

According to experts, the problem posed by such a network is far broader than the mere production of counterfeit papers or plastic cards. 

Such illegal activity opens the door to other serious crimes—illegal border crossings, large-scale fraud, the misuse of others’ personal data, evasion of criminal liability, and illegal manipulation of Ukraine’s state registries.

To shut down the group’s operations, law enforcement officers conducted 31 authorized searches at residences and counterfeit production sites in the Kyiv and Chernivtsi regions. 

As a result of the investigative actions, a large number of finished forged documents, special holographic elements, original seals of state institutions, professional computer equipment, and other substantial evidence of illegal activity were seized.

In the Chernihiv region, border guards and police officers discovered a cache of ammunition in a non-residential building in one of the villages. Serviceable ammunition will be transferred to the Defense Forces, and unserviceable ammunition will be destroyed.

Meanwhile, the SBU’s military counterintelligence has located two more hidden arsenals of weapons and ammunition in frontline areas in southern and eastern Ukraine.
