Stefanchuk claimed that there was an attempt to block the new Civil Code through more than 15,000 amendments

Members of Parliament submitted a record number of amendments and proposals to the draft of Ukraine’s new Civil Code ahead of the second reading. 

In total, lawmakers proposed 15,328 changes to the text of this extensive document

This colossal number of comments set an absolute record for bills considered by the parliamentary committee on legal policy over the last two sessions of the Verkhovna Rada. 

Until now, the maximum number of amendments to a single document was around 5,000. Thus, the draft code has more than tripled the previous record set by the Ukrainian parliament.

Despite the impressive overall figures, the Speaker of the Verkhovna Rada urges a balanced assessment of the situation. The draft Civil Code itself is fundamental and contains nearly 2,000 articles. 

Consequently, on average, there are about 7–8 proposals per article, which is a perfectly acceptable figure for reforms of this magnitude.

At the same time, the speaker of parliament openly drew attention to the political motives behind such a large number of comments. 

As it turned out, the vast majority of amendments were submitted by just 3–4 members of parliament, each of whom personally or in collaboration generated 7,000–8,000 proposals. According to the leadership of the Rada, this indicates a deliberate attempt to stall the process.

“It is clear that this is an attempt to block the bill’s consideration in the second reading. In parliamentary circles, this is called a filibuster,” Ruslan Stefanchuk stated clearly. 

He also added that other lawmakers approached the process much more responsibly and submitted a significantly smaller number of constructive proposals, which will be reviewed in detail by the relevant working group.

In parallel with the work in the committees, active discussions on the provisions of the future code are ongoing with the public. 

Parliamentary leadership is holding regular meetings with various communities, civic groups, and professional associations that have provided feedback on the text.

This was officially announced by Verkhovna Rada Chairman Ruslan Stefanchuk.
