The prosecutor's office is using the courts to return shelters that ended up in private ownership to the state

The Kharkiv Regional Prosecutor’s Office has initiated proceedings to return protective structures to state ownership; according to the investigation, these structures were illegally transferred to private owners.

Law enforcement officials believe that the shelters were illegally transferred to businesses. The prosecutor’s office is currently taking steps to return them to the state and restore the shelters’ legal status.

These are two shelters located in the basement of a non-residential building; each has an area of over 230 square meters and a capacity of 450 people. The value of both shelters exceeds 13.4 million hryvnias.

It has been established that during the corporatization of the state-owned plant, these shelters became the property of the newly formed joint-stock company.

However, according to the law, these facilities are classified as civil defense objects, are subject to restricted transfer, and their transfer to private ownership directly violates the law, the prosecutor’s office notes.

The Ministry of Economy, as the sole lawful administrator of this property, did not adopt any decisions regarding its transfer to private entities; therefore, the removal of the shelters from state ownership is illegal, the prosecutor’s office states.

“Subsequently, through a series of purchase-sale and gift agreements, the shelters ended up in the possession of a private individual. As it turned out, the chain of resales and the final transfer of the property took place within a single family circle and among business entities associated with them,” the statement reads.

The prosecutor’s office explains that the current owner received the property, along with the built-in shelters, as a gift from her mother, who had previously purchased it from an intermediary firm.

“At the same time, members of this same family and companies under their control served as the founders and beneficiaries of the original owner—a joint-stock company that had previously acquired the property from the state,” the statement reads.

In light of these violations, the head of the Slobidska District Prosecutor’s Office in Kharkiv filed a lawsuit in the interest of the state against the current owner, seeking to recover the civil defense shelters from unlawful possession.

In Kharkiv, discussions are underway regarding enclosing the city with anti-drone nets.

In addition, on the night of July 8, strike drones of the Ukrainian Defense Forces struck amilitary airfield in Borisoglebsk, Voronezh Oblast, Russia. This airbase is home to aircraft of the Russian Aerospace Forces, which are used for both combat and training missions.

Over the past 24 hours, the Ukrainian Defense Forces have reduced the strength of the Russian army by another 1,260soldiers. The General Staff of the Armed Forces of Ukraine released updated data on enemy losses as of July 8, also reporting the destruction of a significant amount of enemy equipment.
