Law enforcement officials reported widespread misuse of public funds as part of the “Budget” special operation, during which hundreds of criminal incidents and significant financial losses to the state have already been documented.
As part of the operation, 129 criminal cases have been opened, and 259 individuals have been notified of their status as suspects.
The total amount of confirmed losses to the state over two weeks exceeds 1.2 billion hryvnias.
“129 criminal cases. 259 suspects. Over 1.2 billion hryvnias in established losses to the state in just two weeks. These are the results of the ‘Budget’ special operation,” Kravchenko noted.
He emphasized that this is not a matter of administrative errors, but of funds that were intended for defense, healthcare, education, reconstruction, and community needs, yet were embezzled.
The largest losses were recorded in the fuel and energy sector—over 373 million hryvnias—infrastructure development—over 254 million hryvnias—and the management of state-owned enterprises—nearly 127 million hryvnias.
Investigations are also ongoing in the areas of healthcare, education, and land relations.
According to the investigation, the suspects include officials at various levels, local council members, heads of state-owned enterprises, business representatives, and some law enforcement officers.
Law enforcement agencies are tracking the flow of funds and assets that may be seized to cover the resulting losses. New leads and allegations are expected to emerge as part of the special operation.
“Every hryvnia stolen from the budget must be addressed in two ways: returned to the state and a sentence for those responsible,” the Prosecutor General emphasized.
This was stated by Ukraine’s Prosecutor General Ruslan Kravchenko.
As a reminder, the Verkhovna Rada rejected all six resolutions to repeal the law on amendments to the 2026 state budget, which allowed the procedure for its signing to begin.
The Cabinet of Ministers of Ukraine has determined that funding for the preparation and conduct of elections will be provided after the legal regime of martial law in the country is terminated or repealed. This provision is included in the official draft of the Budget Declaration for 2027–2029.
