A Rivne-based company won the bid to build a waste-to-energy plant in Lviv
CS Group Montage LLC from Rivne won the tender to construct a waste processing plant on Plastova Street in Lviv with a bid of 92.68 million hryvnias, while the expected procurement cost was 95.54 million hryvnias.
The auction took place on September 2, 2026, on the Prozorro platform, where the company was the sole bidder; it is required to complete the work specified in the contract by July 1, 2027.
Currently, the agreement between the contracting authority, LKP “Green City,” and the contractor has not yet been signed. The winning bidder, registered in 2013, is owned by Oleg Yakimyuk and Dmytro Struk and has experience executing government contracts totaling over 900 million hryvnias, including the reconstruction of energy infrastructure facilities.
Construction of the plant began in September 2021, and the total cost of the project is estimated at approximately 35 million euros, funded by the European Bank for Reconstruction and Development, international donors, and the Lviv municipal budget. In April 2026, the city terminated its contract with the previous contractor—the Polish company Control Process S.A.—due to systematic violations and delays in completing the work.

The mayor of Lviv denied reports of outstanding debt to the Polish contractor Control Process S.A., which was supposed to build a waste-processing plant but consistently failed to meet the terms of the contract and missed deadlines. According to the mayor, the company received over €30 million for all work actually completed, and the Lviv City Council did not pay for unfulfilled obligations, which is why it had previously officially terminated the contract.
In 2021, the State Inspectorate of Architecture and Urban Planning approved the construction of a waste processing plant in Lviv with a capacity of 240,000 metric tons of waste per year. It will be located near the “Lvivvodokanal” wastewater treatment facilities. Following an international tender, Control Process S.A., one of Poland’s largest construction companies, won the right to build the plant.
Poland sharply criticized Lviv’s decision to terminate the contract with the Polish company for the construction of the waste processing plant. Polish officials called this move unfriendly and even intervened at the diplomatic level. Mayor Andriy Sadovyi responded: the contractor missed deadlines and demanded additional money, so the city acted in the community’s best interests.
