The SBU, the State Bureau of Investigation, and the National Police have uncovered 11 more schemes to evade mobilization in various regions of Ukraine
The Security Service of Ukraine, in cooperation with the State Bureau of Investigations and the National Police, has successfully dismantled another eleven large-scale networks involved in illegal emigration and draft evasion.
During comprehensive operations in various regions of the country, law enforcement officers detained the organizers of these schemes, including officials from medical institutions, lawmakers, and current law enforcement officers.
For their illegal services, the suspects demanded monetary compensation ranging from $3,500 to $38,000 from those subject to military conscription.
In the Kharkiv region, SBU military counterintelligence officers exposed a family doctor and three of his accomplices who were registering men for alleged inpatient treatment.
The clients were then issued falsified medical reports diagnosing them with serious illnesses.
Also in Kharkiv, four businessmen were detained who had registered fictitious educational institutions and hired conscripts as teachers there, which entitled them to a deferment from mobilization.
The investigation established that the perpetrators had created two fake high schools and a college that existed only on paper.
In the Lviv region, investigators exposed a local woman who was selling forged medical certificates for serious illnesses and promising to influence the decisions of the military medical commission.
Additionally, in Lviv, a citizen of a South Caucasus country was detained for offering conscripts the opportunity to travel to EU countries under the guise of being members of a music band.
To carry out the scheme, he planned to produce fake documents and enter the “artists’” data into an electronic database as concert performers.
In the Khmelnytskyi region, law enforcement officers exposed a physician and a local businesswoman who were issuing false documents to relatives of conscripts stating the need for constant care.
This served as grounds for obtaining a deferment from conscription. Meanwhile, in the Kirovohrad region, SBU and DBR officers detained the commander of the security unit at the district military registration and enlistment office.
According to the investigation, he transferred conscripts’ personal files to other territorial recruitment centers, where his acquaintances facilitated the discharge of men or the issuance of deferrals.
In the Pokrovsk district of the Donetsk region, a man was exposed who offered to falsely issue a Group III disability classification.
It was established that he was acting in collusion with the former head of the district expert team for assessing a person’s daily functioning in Kharkiv, whom the SBU had detained back in 2024.
In Zakarpattia, former and current border guards were exposed for organizing the illegal smuggling of conscripts to one of the European Union countries across the Tisa River.
In Zhytomyr Oblast, law enforcement officers detained the director of a local hospital, who is also a member of the district council.
Investigators believe that, in exchange for bribes, he arranged for the issuance of fake medical documents to obtain disability status and avoid mobilization.
In the Odesa region, a man was exposed who promised to organize illegal travel to Moldova through official border crossings.
To convince his clients, he claimed he could obtain the necessary stamps on their documents, although he actually planned to smuggle them across the border outside of established checkpoints.
