Of the nearly 7,000 Ukrainian media outlets, print media accounts for half of the market

There are currently 6,995 active media licenses registered in Ukraine (excluding suspended ones). Print publications continue to hold the largest market share, accounting for more than half of all media outlets.

According to official statistics, print media accounts for 53% of Ukraine’s media market, online media accounts for 27%, and audiovisual service providers account for 9.8%.

The registry lists 3,160 media owners

Overall, the market remains predominantly Ukrainian: most licenses belong to companies and sole proprietorships from Ukraine.

There are only 42 licenses with foreign capital on the market, belonging to TV channels and radio stations.

Among the beneficiaries, there are only 10 foreign owners, and the most common foreign broadcasters in Ukraine are companies from the United Kingdom, Gibraltar, and the United States.

The largest number of media owners are registered in the Kyiv region—1,107 entities (about one-third of the market), followed by the Lviv region—207, the Odesa region—200, the Kharkiv region—170, and the Dnipropetrovsk region—164.

Leaders among sole proprietorships by number of media outlets

  • Ihor Tril — 119 licenses (Diana Plus publishing house)
  • Taras Khotymchuk — 85 licenses (t1.ua portal and “Tviy Vybir”)
  • Oksana Tanasychuk — 53 licenses
  • Andriy Lobachov — 49 licenses (children’s publishing house “Kuzya”)
  • Pavlo Khotymchuk — 46 licenses

The largest companies in the media market

  • “Art-Kompleks” — 71 licenses (specializing in crossword puzzles and children’s publications)
  • Taras Shevchenko National University of Kyiv — 61 licenses
  • “Editorial Systems” — 53 licenses
  • Ivan Franko National University of Lviv — 50 licenses
  • “Public Broadcasting” — 45 licenses

Print media remains the dominant segment (53%), while online media and digital platforms are gradually increasing their share.

Specifically, there are 1,675 companies and sole proprietorships in print media, 870 registrants in online media, and 309 entities in audiovisual media.

Despite the development of digital platforms, the Ukrainian media market remains largely focused on print publications, while the online segment is gradually strengthening its position.

Earlier, the National Council on Television and Radio Broadcasting added nine more websites to the List of Services of the Aggressor State.
