The court ruled in favor of the 19-year-old daughter of a deceased soldier in a dispute with the Ministry of Defense
The Vinnytsia District Administrative Court ruled that a decision by the Ministry of Defense—which required the 19-year-old daughter of a deceased servicemember to confirm her status as a dependent or family member in order to receive a one-time cash benefit—was unlawful. The court ordered the ministry to reconsider her application.
The plaintiff’s father died in March 2022 while evacuating the wounded in the Donetsk region, but had been considered missing in action for over two years. After his death was officially confirmed, the daughter applied for the state benefit, but the Ministry of Defense returned the documents for further processing.
The court noted that following legislative changes that took effect in 2024, all children of a deceased servicemember are entitled to a one-time benefit, regardless of age. At the same time, the court did not order the payment itself, as this falls within the authority of the Ministry of Defense. The ministry has already appealed the decision.

As a reminder, law enforcement officials in the Odesa region uncovered the organizer of an illegal scheme to smuggle conscripts abroad. According to police, 147 men were being smuggled out of the country under the guise of sailors.
The Security Service of Ukraine and the National Police have uncovered nine new schemes to evade mobilization in various regions of the country. As part of special operations, 23 organizers of these schemes were detained; they had been helping men subject to military service avoid conscription or illegally leave the country in exchange for money.
