A scheme involving fake medical certificates to evade mobilization was uncovered in Cherkasy

The Security Service of Ukraine has uncovered a large-scale scheme to evade mobilization organized by local medical workers in Cherkasy. According to the investigation, for a fee of at least $4,000, the perpetrators offered conscripts the opportunity to undergo a sham inpatient treatment and obtain documents certifying “poor health.”

The scheme was organized by the head of the regional department of a nationwide medical company, who enlisted six other doctors and ambulance workers in the scheme.

According to investigators, conscripts were offered “inpatient treatment” through a sham hospitalization following a call to the 103 emergency line. The “necessary” ambulance workers would arrive at the scene and formally register the patient’s admission to the medical center on paper. Doctors falsified test results and examinations, preparing a package of documents regarding serious illnesses so that conscripts would be deemed unfit for military service.

SBU officers detained the organizer while he was receiving part of the bribe. During searches of the suspects’ workplaces and residences, rough notes, medical records, and smartphones containing evidence of illegal activity were seized.

All participants in the scheme have been notified of suspicion under several articles of the Criminal Code of Ukraine:

  • obstructing the lawful activities of the Armed Forces of Ukraine and other military formations, committed by prior conspiracy;
  • abuse of influence;
  • forgery of documents and use of forged documents by prior conspiracy.

Two suspects are already in custody. The issue of imposing a preventive measure on the others is under consideration. The perpetrators face up to 8 years of imprisonment with confiscation of property.

Also in Kyiv, a man will stand trial who, according to the investigation, promised to arrange for a conscript to travel abroad in exchange for money. He enlisted his son to facilitate the transfer of funds. As law enforcement established, the organizer initially offered to “remove the person from the wanted list” through connections at the TCC, and then to place the client at a company to secure a booking and the opportunity to travel abroad. The cost of the services was $15,000 for a one-way trip and $13,000 for a trip on vacation with a return.

The head of a bomb disposal unit has been charged with fraudulentdemining worth 6.3 million hryvnias.

The SBU uncovered a scheme to secure exemptionsfrom mobilization through fictitious lyceums.

As a reminder, the organizer of a scheme to smuggle draft dodgers out of the country for $12,000 was detained in Kyiv.

Also, an employee of the Territorial Recruitment Center in Chernihiv Oblast was detained for bribery.
