Illegal disposal of thousands of metric tons of hazardous waste uncovered in Dnipro
In Dnipro, law enforcement officials uncovered a scheme involving the illegal handling of hazardous industrial waste and the extraction of minerals. This came to light during an investigation being conducted under the procedural supervision of prosecutors from the Dnipropetrovsk Regional Prosecutor’s Office.
According to the investigation, the company transported and disposed of industrial waste at a landfill covering an area of approximately 23 hectares. The site is located within the city limits of Dnipro on land belonging to the forest fund.
Hazardous waste was falsely classified as non-hazardous—the classification codes were altered, and false information was entered into waybills, environmental reports, laboratory test results, and documents regarding the alleged disposal. In reality, the waste was neither processed nor neutralized but was buried on the landfill site.
This led to contamination of the land and posed a threat to the soil, the atmosphere, and the environment.
Nine companies have been documented as having delivered over 23,000 metric tons of hazardous waste to the landfill over the past year and paid nearly 6 million hryvnias for its disposal.
In addition, the company’s director organized the illegal extraction of loam—a mineral used in construction—on the landfill’s grounds. Special equipment was used for this purpose, and the extracted material was sold under the guise of other products. The total volume of illegally extracted loam exceeds 1,300 cubic meters.
As part of the pretrial investigation, 65 searches were conducted at the suspects’ residences, in vehicles, in offices, and on the landfill site in the Dnipropetrovsk region and Kyiv.
Mobile phones, vehicles, cash, and documentation were seized and will be submitted for forensic analysis.
Currently, the company’s director, chief engineer, and accountant have been notified of their status as suspects in connection with violations of regulations governing the protection or use of subsoil resources and the illegal extraction of minerals (Parts 2 and 3 of Article 27, and Part 3 of Article 240 of the Criminal Code of Ukraine).
The issue of imposing preventive measures on them is currently being decided. The final extent of the damage caused to the environment will be determined following expert examinations.
