The EU has released the number of Ukrainians with residence permits
At the end of 2025, approximately 1.65 million Ukrainian citizens with valid residence permits were living in European Union countries. This is reported by the media outlet "Скільки-скільки?" with reference to Eurostat data.
However, these statistics do not include Ukrainians residing in the EU under temporary protection. Eurostat recorded the largest increase in the number of Ukrainians with residence permits in 2021.
What types of permits do Ukrainians have?
The statistics cover various types of residence permits that EU countries issue to citizens of non-EU countries. These documents grant the right to legally reside in the country.
Specifically, these include permits related to:
- family reunification;
- education;
- long-term legal employment.
At the same time, Ukrainians residing in the EU under temporary protection are not included in these statistics. This status is of a different administrative nature.
The number has remained virtually unchanged over four years
According to Eurostat, as of the end of 2021, 1.54 million Ukrainian citizens held residence permits in EU countries. Thus, by the end of 2025, their number had increased by approximately 110,000.
The largest increase in this figure occurred even before the start of the full-scale invasion. As of the end of 2020, about 1.1 million Ukrainians held such permits, and just one year later, the number had risen to 1.54 million. In 2021 alone, the number increased by approximately 435,000 people.
Eurostat does not have statistics on the number of Ukrainians with such permits for earlier years.
