Navrotsky was told that he had not been invited to the Conference on Ukraine's Recovery

Polish President Karol Nawrocki and representatives of his office will not attend the International Conference on the Reconstruction of Ukraine (URC 2026), which will take place on June 25–26 in Gdańsk, because they were not invited. 

The reason for the refusal is the lack of an official invitation to the event for the head of state. This was stated by Marcin Przydacz, head of the Polish President’s Office for International Policy.

According to Przydacz, the Polish government is organizing this large-scale forum, and Prime Minister Donald Tusk and Ukrainian President Volodymyr Zelenskyy jointly handled the distribution of official invitations to foreign leaders, major investors, and companies. Due to the lack of an invitation from the head of government, Navrotsky and his subordinates will boycott the event. A representative of the Presidential Office also added that he hopes Tusk will focus during the conference specifically on Poland’s national interests, rather than solely on efforts to raise financial aid for Ukraine.

The event is taking place against the backdrop of a noticeable cooling of relations between the leaders of the two countries due to domestic political and diplomatic disputes, particularly regarding electoral processes in Poland and issues of historical memory. The Ukrainian Office of the President described the situation as an internal Polish matter, emphasizing that it would be inappropriate for Kyiv to send an invitation to the Polish president to an event hosted by his own country.

The Polish city of Gdańsk will host the International Conference on Ukraine’s Recovery (Ukraine Recovery Conference — URC 2026). UA.NEWS will serve as the media partner for the event’s key side events.

Ukraine will receive the first tranche of a major EU loan at the Recovery Conference in Gdańsk.
