The Rada Wants to Impose Fines for Magic and Divination; New Bill Introduced
A bill has been introduced in the Verkhovna Rada that would impose administrative liability for paid services in the fields of magic, fortune-telling, and psychic abilities.
The bill was introduced by People’s Deputy Georgiy Mazurashu.
The bill was officially registered in parliament on May 15, 2026.
The bill proposes to introduce penalties for:
- providing paid services related to fortune-telling, magic, psychic abilities, esotericism, and the occult;
- promoting the activities of magicians and psychics;
- disseminating information about such services.
In the explanatory note, the author of the bill notes that such practices are often used to manipulate and exert psychological pressure on people. According to him, the organizers of such services often profit by misleading citizens.
Mazurashu emphasizes that current legislation does not provide for separate liability for such activities if they do not formally fall under the provisions on fraud.
The bill proposes amendments to the Code of Ukraine on Administrative Offenses.
However, unpaid activities are not covered by the bill—it pertains exclusively to paid services and their promotion.
The next step will be the review of the document by the relevant parliamentary committee, which is to prepare a conclusion regarding the bill’s future. A date for consideration in the plenary hall has not yet been set.
On May 14, the Verkhovna Rada of Ukraine passed Bill No. 15167 in its first reading, which provides for the creation of a special fund for a military levy. According to the bill, all proceeds from this levy will be used exclusively for the financial support of Ukrainian Armed Forces personnel.
On May 14, the Ukrainian parliament approved amendments to the Statute of the Garrison and Guard Services of the Armed Forces of Ukraine.
