Investigators determined that a 22-year-old man from Ternopil was involved in the crime; he was detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine.

According to law enforcement officials, the man may have been recruited by representatives of Russian intelligence agencies through a dating website. He was told that his new “acquaintance” had allegedly been detained, and he was offered the chance to “help” secure her release by setting a fire.

Subsequently, the suspect received detailed instructions from his handler regarding the preparation and execution of the crime. A “deposit” was transferred to his bank card. After that, he purchased gasoline, arrived at the branch, and set it on fire while maintaining constant contact with his handler.
