Ukraine will receive 40 million euros for housing for internally displaced persons as early as September

In September, Ukraine will receive the first tranche of 40 million euros from the Council of Europe Development Bank for a housing voucher program for internally displaced persons.

The funds will be used to help IDPs from the temporarily occupied territories purchase housing. Another tranche of the same amount is planned for 2027.

According to Frolov, the number of people seeking assistance significantly exceeds the program’s budget. As of today, more than 43,000 displaced persons have applied for a housing voucher.

Committees have already approved about 35,000 applications, but most people are still waiting for funding.

Since the program’s inception, 3,296 housing vouchers have been funded for a total of 6.59 billion hryvnias. As a result, 3,228 families have already purchased their own homes.

Currently, applications can only be submitted through the “Diya” app. However, starting in August, this option will also be available on the “Diya” portal, as well as at administrative service centers and notaries. This should make the program more accessible to people who do not use the mobile app.

As a reminder, during the Ukraine Recovery Conference 2026 in Gdańsk, Poland, Ukraine secured 350 million euros for housing programs. These funds are planned to be allocated for compensation for destroyed housing, the construction of municipal social housing, as well as homes for internally displaced persons from temporarily occupied territories and veterans. 

This was reported with reference to a statement by Pavlo Frolov, chairman of the Verkhovna Rada’s Special Commission on the Protection of Internally Displaced Persons; the funds received will be sufficient for approximately 2,000 housing vouchers. 
 

The Cabinet of Ministers has changed the rules for payments to displaced persons.

Kyiv is introducing a new assistance system for residents whose homes have been destroyed or seriously damaged as a result of Russian attacks. People are promised a one-time payment of 40,000 hryvnias for rent and subsequent monthly compensation if the restoration of their homes is delayed.

Following inspections in May, the two largest payment terminal networks—EasyPay (FC “Kontraktovy Dom” LLC) and City24 (Swift Garant LLC)—were hit with massive fines: 135 million hryvnias each.
