Ukrainians have paid more than 94 billion in military surcharges

In the first six months of 2026, Ukrainians paid 94.2 billion hryvnia in military surtax to the state budget. This is nearly 26% more than during the same period last year. The largest amounts came from taxpayers in Kyiv, Dnipropetrovsk, Lviv, and Kharkiv regions.

 

In January–June 2026, Ukraine’s state budget received 94.2 billion hryvnias in military tax. This was reported by the State Tax Service of Ukraine. Compared to the first half of 2025, revenue has increased significantly. Last year, during the same period, the budget received 75 billion hryvnias, and this year the amount increased by another 19.2 billion hryvnias. This means that revenue grew by 25.6%.

The State Tax Service explains that this growth is primarily due to an increase in the average wage in Ukraine and a rise in the wage fund. Consequently, the amounts of taxes and levies paid on wages have also increased.

Which regions paid the most

Traditionally, the regions with the highest military levy payments are those where the most enterprises operate and a significant number of employees are concentrated. Kyiv took the lead. In the first half of the year, the capital generated 31 billion hryvnias in military levy revenue. The top four regions with the highest payments also included:

  • Dnipropetrovsk Oblast10 billion hryvnias;
  • Lviv Oblast7.6 billion UAH;
  • Kharkiv Oblast5.9 billion hryvnias.

These regions made the largest contributions to the state budget through this type of payment.

Why did revenue increase?

The State Tax Service notes that economic factors were the main reason for the increase. In particular, the wage fund in Ukraine gradually increased, and average wages also rose. Since the military levy is withheld from citizens’ income, this automatically affected the total amount of revenue collected by the budget. The State Tax Service emphasizes that a stable flow of this payment is crucial for financing state needs amid a full-scale war.

Payment accounts have changed as of July

The State Tax Service also reminded taxpayers that, effective July 1, 2026, the procedure for transferring the military levy has changed. From now on, taxpayers must use the new budget accounts opened by the State Treasury Service of Ukraine.

This decision was made due to a change in the mechanism for crediting funds. The military levy is now directed to a special fund within the state budget, from which the money is used exclusively to finance defense needs. New accounts have already been opened for all budget revenue classification codes, so taxpayers are advised to carefully check the account details before making payments.

Where the military levy is directed

The military levy is one of the key sources of funding for the country’s defense needs. The funds that flow into the budget are used to support the security and defense sector. Previously, proposals were also made in parliament to allocate the entire amount of the military levy directly to the payment of salaries to Ukrainian military personnel. According to lawmakers’ estimates, this amounts to over 200 billion hryvnias per year.

Currently, however, the State Tax Service is urging taxpayers to pay the military levy on time and to use only the most up-to-date budget details so that funds are transferred without delay to the special fund of Ukraine’s state budget. The Antimonopoly Committee of Ukraine has found Nova Interprise LLC and “Torgova Trubna Kompaniya” LLC guilty of anti-competitive concerted actions during the procurement of barite concentrate for JSC “Ukrgazvydobuvannya.”
