Ukraine has no plans to shut down 2G service during the war: the National Commission for the Regulation of Energy and Utilities explained the reason

The National Commission for State Regulation of Electronic Communications and Postal Services (NCCEC) stated that the issue of shutting down the 2G network in Ukraine is not currently being considered due to the full-scale war.

The commission explained that second-generation networks provide the widest mobile coverage, which is particularly important given the damage to telecommunications infrastructure and to ensure guaranteed access to emergency services.

At the same time, the NCC supports a gradual phase-out of 3G technology in favor of 4G (LTE). According to the regulator, this allows for more efficient use of radio frequency spectrum, increases data transmission speeds, and improves the quality of mobile communications.

The commission also noted that many European countries are in the process of shutting down their 2G and 3G networks. This could create difficulties for Ukrainians while roaming if they use outdated phones or devices that do not support VoLTE technology.

According to the NCC, as of May 2026, approximately 79% of Ukrainian subscribers were already using LTE-compatible devices. The regulator plans to continue developing VoLTE and VoWiFi technologies, as well as preparing the telecommunications infrastructure for the rollout of fifth-generation (5G) networks.
