The Security Service of Ukraine has formally charged, in absentia, the head of the so-called “Luhansk branch” of the “Railways of Novorossiya” enterprise—established by the occupiers—which provides military transport services for the Russian army in the temporarily occupied territory of Luhansk Oblast.
This was reported by the 3rd Directorate of the SBU Main Directorate in Donetsk and Luhansk Regions on Facebook.
“The Security Service of Ukraine has documented the criminal activities of the head of the so-called ‘Luhansk Branch’ of the ‘Federal State Unitary Enterprise ‘Railways of Novorossiya,’ who, in the interests of the enemy, organizes military rail transport in the Luhansk region. According to the investigation, in 2023, a former businessman from Donetsk headed the occupation enterprise created by the invaders based on the seized assets of Ukrzaliznytsia,” the statement reads.
According to the investigation, the suspect facilitated the transport of military cargo, fuel, and Russian Federation army personnel in the occupied territories to support combat operations on the eastern front.
The SBU also established that, under the suspect’s leadership, coordination was organized with structures of the Russian Ministry of Defense and individuals responsible for the logistics of Russian troops.
In addition:
- special facilities for Russian military personnel were set up at railway junctions and stations;
- occupiers’ equipment was stored and repaired at locomotive depots;
- a reserve of locomotives was formed for the urgent needs of the Russian Federation’s army.
The SBU notified the man in absentia of his status as a suspect under Part 1 of Article 111-2 of the Criminal Code of Ukraine—aiding an aggressor state.
The penalty under this article provides for up to 12 years of imprisonment.
