Ukraine has updated its rules on the mandatory evacuation of children
The Cabinet of Ministers has approved a new resolution establishing a clear procedure for the mandatory evacuation of children from areas where hostilities are ongoing or may break out. The document also outlines the procedure for evacuating minors in cases where they are unaccompanied by parents or legal guardians.
“This decision will allow the state to act quickly and in a coordinated manner in critical situations. It provides a clear protocol for coordination among all services to ensure that every child threatened by the war is evacuated in a timely manner, receives the necessary protection and assistance, and is placed in a safe environment,” the statement reads.
In particular, the resolution establishes the procedure for the compulsory evacuation of children by child welfare authorities in cooperation with the National Police, introduces the term “evacuated child,” and regulates the child’s subsequent route after evacuation.
After being removed from the danger zone, the child will undergo a medical examination, a needs assessment, and receive the necessary assistance.
It also outlines mechanisms for their temporary placement—primarily with relatives or close friends, and if necessary, with a foster family, a family-type children’s home, or a social protection facility.
In addition, the resolution outlines further actions to be taken in cases where, following evacuation, parents fail to maintain contact with the child for an extended period and do not fulfill their parental responsibilities.
