Business corruption is on the rise in Ukraine, but citizens rarely report violations, according to the NACP

In Ukraine, a significant portion of citizens and businesses encounter instances of corruption, yet few are willing to report such cases to the relevant authorities. 

This was reported by representatives of the National Agency for Corruption Prevention (NACP) during the presentation of the study “Corruption in Ukraine 2025: Understanding, Perception, Prevalence.”

Key findings of the study

  • In 2025, 18.2 percent of Ukrainians surveyed reported experiencing corruption, including instances of giving or receiving bribes. For comparison, this figure stood at 18.7 percent in 2024.
  • Among business representatives, the proportion of those who encountered corruption, on the other hand, increased. While 18 percent of employees reported such cases in 2024, this figure stood at 20.6 percent in 2025.
  • Willingness to report corruption offenses remains low. Among the general public, only 12.4 percent of respondents stated that they would be willing to contact the relevant authorities. In the business community, this figure stands at 21.1 percent.
  • Even fewer people actually report such offenses. In 2025, only 7.3 percent of citizens and 9.5 percent of business representatives reported cases of corruption. At the same time, the figure among entrepreneurs decreased significantly compared to 2024, when it stood at 17.2 percent.

According to Volodymyr Kharchenko, head of the Corruption Data Analysis Department at the National Agency for Corruption Prevention, citizens and companies are aware of the problem but are reluctant to report it officially.

Earlier, NACP Chairman Viktor Pavlushchyk stated that over 70% of Ukrainian citizens obtain information about corruption crimes through social media.
