The High Anti-Corruption Court has resumed proceedings in the case involving corruption schemes related to housing involving former State Border Guard Service head Tsygikal
The High Anti-Corruption Court continues to hear a criminal case regarding the creation of an illegal scheme to misappropriate housing intended for servicemen of the State Border Guard Service of Ukraine in Lviv Oblast.

The defendants in the case are former SBGS Head Petro Tsygikal, former SBGS official Oleksandr Bigun, and construction company executive Oleksiy Romanenko.
Currently, the judicial panel is attempting to stabilize the proceedings following prolonged delays caused by repeated changes in the panel of judges and manipulations regarding the defendant general’s travel assignments.
The investigation into these high-profile abuses began in 2018, and court hearings have been ongoing for the fourth consecutive year.
According to the investigation, back in 2007, the construction company “Karpaty” agreed to transfer a portion of the apartments in newly built buildings in Lviv to border guards.
However, 11 years later, the defendants agreed to sell high-quality housing in the regional center at market price.
Instead, the military was provided with cheaper real estate in the village of Sokilnyky, which allowed the perpetrators to “save” 10.7 million hryvnias on the cost of the property.
A condition of Tsygikal’s participation in the deal was the transfer to him “for official use” of an apartment and a parking space in a new building in Lviv.
The proceedings before the High Anti-Corruption Court were accompanied by numerous attempts to delay the case.
Between March and September 2023, the composition of the panel of judges changed five times due to recusal requests, as the judges had participated in the proceedings as early as the pre-trial investigation stage.
Subsequently, the proceedings against Tsygykal were suspended twice under the pretext of his mobilization and official business trips. It was not until December 24, 2025, that the court finally resumed the hearing.
An official statement from the head of the National Defense University of Ukraine revealed that during this entire period, the general had been serving at the military university, had not participated in combat operations, and therefore had no impediments to participating in the proceedings.
