What Will Change in Ukraine Starting June 1: Key Changes for Businesses and Citizens

In June, accountants, HR professionals, and business owners can expect a number of important changes and reporting deadlines.

 

In June 2026, Ukrainians can expect a number of important legislative changes, reporting campaigns, and new initiatives for businesses, employers, and citizens.

Working Hours and Days Off

June will have 30 calendar days, of which 22 are workdays and 8 are days off. The standard workweek is 176 hours based on a 40-hour workweek.

Although June 28 marks Ukraine’s Constitution Day and May 31 is Trinity Sunday, no additional days off are scheduled due to the martial law in effect. The Law on the Organization of Labor Relations under Martial Law temporarily suspends the provisions regarding holidays and non-working days.

Martial Law Extended

Martial law in Ukraine has been extended until August 2, 2026. Employers and accountants must take into account the specific features of labor relations that apply during martial law.

Salary indexation returns

In June, the right to salary indexation arises for the first time in 2026. For employees with January 2026 as their base month, the indexation amount will be 139.78 UAH, and for those with February 2026 as their base month, it will be 103.17 UAH.

New Qualifications Register

The Unified Register of Qualifications will become fully operational on June 2. Employers must bring job titles and personnel documentation into compliance with official professional standards.

Launch of the e-TTN system

The electronic waybill (e-TTN) system will be introduced on June 5. Businesses are advised to prepare in advance for the transition to the new document flow format, which will become mandatory in the future.

Important June Deadlines

By June 5, employers must notify the TCC of changes to the registration data of employees subject to military service.

By June 8, reports on labor and wage arrears must be submitted to the State Statistics Service.

The deadline for submitting annual financial statements along with an audit report for certain categories of taxpayers is June 10.

Also, by June 10, the digitization of employees’ work records must be completed in accordance with legal requirements.

Entrepreneurs have until June 15 to submit an application to switch to the simplified taxation system starting in the third quarter.

By June 19, legal entities must submit information to the Transport Control Center regarding vehicles and equipment on the company’s balance sheet.

June 22 is the deadline for filing tax returns for May, and June 30 is the last day to pay a number of tax liabilities.

Tariffs and Social Programs

The government has extended the electricity tariff for households at 4.32 UAH per kWh until October 31, 2026.

Starting in June, the “Point of Support” employer support program will also launch, providing compensation of up to 17,294 UAH per employee in the event of downtime or suspension of employment due to the consequences of the war.

In addition, a state business lending program for the construction of private energy facilities at a preferential rate of 10% per annum will take effect on June 1.

Education and Social Services

The 2025/2026 school year will run through June 30. Schools will determine the final schedule of classes and vacations.

Educational institutions must complete the main phase of enrolling children in first grade by June 1.

Also, by June 30, citizens must use the funds accumulated under the “National Cashback” program. Any unused amounts after this date will be returned to the state budget.

Army Reform

A new phase of reform for the Armed Forces of Ukraine will begin in June. The President announced a review of the system for compensating military personnel, an increase in payments, and the introduction of special contracts for infantry soldiers with compensation ranging from 250,000 to 400,000 hryvnias for performing combat missions.
