The High Anti-Corruption Court has appointed judges to the case involving embezzlement at Ukrainian Railways, but Shyla is not among the defendants

The High Anti-Corruption Court has received an indictment in the case involving large-scale embezzlement at Ukrzaliznytsia (No. 52022000000000169), however, the main figure in the corruption investigations, Artem Shilo, and his ex-wife, Iryna Popova, are not currently listed among the defendants in this case.

This is stated in the High Anti-Corruption Court’s official response to a journalistic inquiry from UA.NEWS. The document, received by the court on March 9, 2026, contains charges against four individuals, among whom Shilo and Popova are not listed.

Details of the trial

A panel of judges has already been formed to hear the case regarding the embezzlement of railway funds. Regarding the second criminal proceeding (No. 52022000000000084), which is also linked to the activities of a former SBU official and advisor to the Office of the President, the situation remains unclear. As of May 11, 2026, the indictment for this case had not yet been received by the High Anti-Corruption Court.

Social Context and Suspicions

Artem Shilo and Iryna Popova have become central figures in numerous media investigations due to suspicions of creating corruption schemes in public procurement and aiding Russian businesses. The absence of their names from the list of defendants in the case referred to the High Anti-Corruption Court raises questions about the quality of the investigation and the possible removal of key figures from the scope of the investigation during the pre-trial phase.

UA.NEWS continues to monitor the situation and is preparing further inquiries to anti-corruption agencies to determine the exact status of Artem Shilo and Iryna Popova and the scope of the proceedings currently involving them.

As a reminder, according to MP Oleksandr Dubinsky, following an agreement between Oleg Tatarov, Deputy Head of the Office of the President, Artem Shilo—an SBU employee and former advisor to the Office of the President—was removed from the NABU case involving the purchase of goods at inflated prices for Ukrzaliznytsia.  

Four individuals were scheduled to appear in court; they were part of a group that embezzled over 15 million hryvnias during the procurement of repair and construction materials and 140 million hryvnias during the procurement of cable and wire products for JSC “Ukrzaliznytsia.” Artem Shilo was previously among the defendants in this case. 

Incidentally, MP and Deputy Chairman of the Verkhovna Rada’s Finance and Tax Committee Yaroslav Zheleznyak released an investigation in which he claims that Artem Shilo coordinated the preparation of the analytical “Mindich files” at the Bureau of Economic Security (BES).
