A scheme to embezzle nearly 47 million hryvnias from military procurement contracts has been uncovered
Law enforcement officials have uncovered a large-scale corruption scheme involving the procurement of lighting for military units, which caused losses to the state budget totaling more than 46.7 million hryvnias. The case involves a former official from the Central Energy Administration, who was apprehended in Kyiv and Odesa.
This was reported by the National Police of Ukraine on May 11.
The former head of the Odesa Housing and Maintenance Department, who later headed a similar agency in Kyiv, together with the director of a private company, organized a scheme to artificially inflate the cost of electricity.
The perpetrators added supplementary agreements to existing contracts, unjustifiably increasing the price per kilowatt-hour. They disguised their actions as alleged “market fluctuations,” although there were no real grounds for revising the price.
The suspect had implemented the scheme while still working in Odesa, and after being transferred to the capital, he continued his fraudulent activities in his new position. An expert assessment confirmed the amount of damages at 46.7 million hryvnias. Currently, the former official and contractor have been charged under the following articles:
- Negligence in military service;
- Embezzlement, misappropriation, or acquisition of property through abuse of official position.
- The perpetrators face up to 12 years in prison with confiscation of property.
To date, law enforcement agencies have already secured the recovery of 17.3 million hryvnias to the state budget. The pre-trial investigation is ongoing under the procedural supervision of the Specialized Prosecutor’s Office for Defense Affairs of the Office of the Prosecutor General.
