Zelenskyy Updated the Composition of the National Security and Defense Council Following Personnel Changes
Ukrainian President Volodymyr Zelenskyy has approved the new composition of the National Security and Defense Council. The NSDC now includes new leaders from the government, the military, and law enforcement, while some former officials have been removed from the Council.
This reshuffle is linked to recent personnel changes in public administration, particularly within the government and the security sector.
President Volodymyr Zelenskyy has reshuffled the membership of Ukraine’s National Security and Defense Council. The corresponding decree was signed on July 31, 2026, and has already entered into force. The NSDC now includes new officials who, following recent appointments, have taken the lead in key areas of the state’s work. The new members of the Council are:
- Minister of Internal Affairs Ivan Vyhovskyi;
- Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatiy;
- Prime Minister Serhiy Koretsky;
- Minister of Economy and Environment Oleksandr Kravchenko;
- Minister of Justice Denys Maslov;
- First Deputy Head of the Security Service of Ukraine Oleksandr Poklad;
- Deputy Minister of Defense Yevhen Khmara.
First Deputy Minister of Foreign Affairs Andriy Sibiga was also included in the NSDC’s membership. At the same time, several former officials were removed from the Council. Among them are former Minister of Internal Affairs Ihor Klymenko, former Prime Minister Yulia Svyrydenko, former Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi, former First Deputy Minister of Economy Oleksiy Sobolev, and former First Deputy Prime Minister Mykhailo Fedorov.
The changes in the NSDC’s composition followed a series of personnel decisions within government agencies. Representatives of the new leadership team, who are currently responsible for Ukraine’s defense, security, economy, and foreign policy, have joined the Council.
The president signed the decree updating the NSDC’s composition pursuant to Article 107 of the Constitution of Ukraine. The National Security and Defense Council is the body that coordinates and oversees the activities of government agencies in the fields of security and defense. Ukraine has approved a new procedure for incentive payments to servicemembers of the National Guard, the State Border Guard Service, and special-purpose police units.
