Deputy Prosecutor General Who Had Documents on Surveillance of NABU Found in Her Possession Has Resigned — Media Reports
First Deputy Prosecutor General Maria Vdovichenko has submitted her resignation. According to media sources within law enforcement agencies, September 8 will be her last day on the job at the Office of the Prosecutor General.
These personnel changes are taking place against the backdrop of the high-profile “Carthage” special operation conducted by the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), which concerns the systematic acceptance of bribes for “protecting” fraudulent call centers. In this case, the court ordered the detention of Serhiy Kropiva, deputy head of the Department of International Cooperation at the Office of the Prosecutor General, and during searches of the agency’s premises, jewelry and significant amounts of cash were discovered. Maria Vdovichenko has worked in the prosecutor’s office since 2011 and has held the position of first deputy head of the agency since December 2025.

Oleg Kipper, head of the Odesa Regional Military Administration, who is implicated in the “Carthage” case, has also reportedly submitted a letter of resignation.
Kiper is implicated in the new “Carthage” investigation by NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO). Meanwhile, during searches of Vdovichenko’s residence—whose brother works in the Russian Federation’s prosecutor’s office—materials were discovered that may indicate surveillance of the leadership of anti-corruption agencies, their family members, and subordinates.
