Belarusian opposition warns that Lukashenko is preparing for war against Ukraine

The Belarusian democratic opposition has submitted a report to the Ukrainian Ministry of Foreign Affairs stating that Alexander Lukashenko’s regime is systematically preparing the country for possible direct involvement in the war against Ukraine.

The document was handed over to Foreign Minister Andriy Sybiza by Pavel Latushko, deputy head of the United Transitional Cabinet of Belarus. Attached to the letter is a 30-page report by the People’s Anti-Crisis Administration, which lists eight signs that Belarus is preparing for war.

 

Among them, the authors cite legislative changes that allow for preemptive strikes and the deployment of Belarusian troops abroad, an increase in the size of the army and the mobilization reserve, the creation of the Southern Operational Command near the border with Ukraine, and the formation of a “people’s militia.”

The report also notes that Belarus is increasing its defense spending, integrating its military-industrial complex with Russia’s, modernizing its military infrastructure, conducting large-scale exercises, and intensifying the militarization of society.

The authors paid particular attention to the deployment of Russian troops, tactical nuclear weapons, and missile systems on Belarusian territory, as well as the active preparation of the civilian sector for possible military action.

The Belarusian opposition stated that it had provided the Ukrainian side not only with a risk assessment but also with recommendations on how to prevent Belarus from being drawn into the war.

President Volodymyr Zelenskyy stated that Russia is attempting to draw Belarus deeper into the war against Ukraine and is considering new scenarios for aggression from its territory.

Belarus’s self-proclaimed president, Alexander Lukashenko, held a meeting on military equipment and announced the preparation of a new state armament program for 2026–2030.
