Kyrylo Budanov spoke about the complexity of negotiations with Russia on ending the war
The head of the Main Directorate of Intelligence of the Ministry of Defence of Ukraine, Kyrylo Budanov, stated that the negotiation process to end the war is very complex, and it is currently impossible to specify exact timelines for its completion.

According to Budanov, Ukraine continues to work through diplomatic channels, but the situation remains tense, and no final agreements have yet been reached.
Responding to a journalist’s question about the possibility of ending the war by next summer, as the U.S. side hopes, Budanov said: “I am not aware of our American partners setting any specific deadlines for ending the war. Current negotiations are a very complex and multifaceted process, and it is impossible to set precise timelines for their conclusion. Of course, we are doing everything possible to accelerate them.”
The head of the Presidential Office noted that the peace plan proposed by former U.S. President Donald Trump for the first time since the start of the war allowed discussion of establishing real peace. He added that during negotiations, the Russian delegation understands that Russia will have to agree to U.S. security guarantees for Ukraine, “whether they like it or not.”
Budanov also emphasized that sanctions against Russia must remain even after hostilities end, because any other scenario would encourage further aggression.
“Russia should not have the ability to restore its economic potential to rebuild its arsenal. Frozen Russian assets and most of its future revenues should be used to pay compensation and rebuild Ukraine,” he said.
Budanov called establishing a functioning negotiation process with Russia the main priority.
He also noted that Ukraine should not assume that a change of leadership in Russia would automatically make it safe for its neighbors. The essence of the Russian state has not changed for centuries, regardless of its leader or official title. The only stable scenario, he said, is the disappearance of Russia as an empire.
The Russian leadership officially states that there are no concrete deadlines for ending military operations against Ukraine.
