Four Russian commanders were charged in absentia in connection with the attack on Kryvyi Rih
Under the procedural guidance of the Dnipropetrovsk Regional Prosecutor’s Office, four representatives of the Russian Federation’s high-ranking military command have been identified as allegedly involved in planning and carrying out a missile strike on civilian infrastructure in Kryvyi Rih.
The four Russian commanders were notified in absentia of charges under Part 1 of Article 438 of the Criminal Code of Ukraine.
On the morning of August 28, 2024, the Russian military struck civilian targets in the central part of the city with an “Iskander-M” ballistic missile. As a result of the attack, 10 people aged 18 to 60 were injured.
A car repair shop was completely destroyed. A hotel, the Social Insurance Fund building, the district prosecutor’s office, an educational institution and its dormitory, a gas station, and apartment buildings were damaged.
According to the investigation, the following individuals were involved in organizing and carrying out the strike:
• Colonel General Alexei Kim—Deputy Chief of the General Staff of the Russian Armed Forces, who exercised overall command and coordinated the work of the Fire Strike Center;
• Vice Admiral Alexander Peshkov—Deputy Commander of the Russian Federation’s Firepower Group, who oversaw the planning and consolidation of proposals for the strike;
• Rear Admiral Alexei Petrushin—Chief of the Intelligence Command Center, who provided intelligence data during the planning phase;
• Colonel Dmytro Kozlovsky—Chief of Missile Forces and Artillery for the Russian Federation’s military group, who proposed the means of attack and issued the order to launch a missile strike to a military unit.
The pretrial investigation is being conducted by investigators from the National Police of Ukraine.

In Ukraine, a Russian commander who used prisoners of war as human shields in the Sumy region has been charged.
In the Kherson region, 237 people have been notified of suspicion in cases related to the organization and conduct of a Russian pseudo-referendum in the temporarily occupied territories. Another 107 people are suspected of activities related to the conduct of illegal “elections.”
Earlier, law enforcement officials served charges in absentia against two residents of Kherson suspected of participating in the organization and conduct of an illegal “referendum” on the region’s annexation to the Russian Federation. According to the investigation, they were members of the occupying “electoral commission” and helped conduct the sham vote. Both suspects are currently in hiding in the temporarily occupied territory.
A court found a 27-year-old resident of the Kherson region guilty of collaboration for her participation in organizing the illegal “referendum” held by Russian occupiers in 2022.
