Estonian Official Identifies Putin's Main Goal in the War Against Ukraine
Russia seeks not merely to seize part of Ukraine’s territory, but to bring about Ukraine’s political collapse, after which it would have the opportunity to bring the country under its complete control. This assessment was voiced by Jonathan Vsevjov, State Secretary of the Estonian Ministry of Foreign Affairs.
According to him, it is dangerous to assume that the Kremlin is supposedly willing to limit itself to territories in eastern Ukraine. The withdrawal of Ukrainian troops from fortified positions, in his view, would create significantly more favorable conditions for Russia to launch a further offensive.
Vseviov also drew attention to Moscow’s demands regarding the holding of elections in Ukraine. He believes that, combined with territorial claims, this could be part of a broader Kremlin strategy to provoke an internal political crisis.
The Estonian diplomat recalled the events leading up to his country’s occupation by the Soviet Union. In 1939, Moscow demanded that Estonia grant permission to establish military bases, and less than a year later, the country was occupied and annexed.
“Territory is a means. Ukraine is the goal. We must not fall for this ploy,” Vseviev emphasized.

Russian dictator Vladimir Putin has not yet decided whether to attend the G20 summit and, consequently, whether to meet with Ukrainian leader Volodymyr Zelenskyy.
As a reminder, Zelenskyy effectively proposed to the Kremlin leader that they hold a face-to-face meeting specifically during the “Group of Twenty” summit in December 2026.
