Lubinec called on the ICRC to urge Russia to observe a ceasefire on July 3
Dmytro Lubinets, the Verkhovna Rada’s Human Rights Commissioner, has officially appealed to the International Committee of the Red Cross, demanding that a humanitarian corridor be established in the occupied part of the Kherson region.
The Ombudsman insists on establishing a “ceasefire” on July 3, to last from 9:00 a.m. to 6:00 p.m., to allow for the evacuation of civilians from Oleshky and nearby settlements.
“Today, I once again sent a new letter to the International Committee of the Red Cross demanding that it appeal to the Russian side to ensure a ‘ceasefire’ on July 3, from 9:00 a.m. to 6:00 p.m., so that a humanitarian evacuation of the civilian population from Oleshky and other settlements can take place during this time,” Dmytro Lubinets emphasized during a press conference.
The situation in the temporarily occupied town of Oleshky is described as a large-scale humanitarian disaster due to the occupying authorities’ blocking of access to essential resources.
According to the UN monitoring mission, the city has not received any food supplies since late May, putting the lives of thousands of people at risk.
The occupiers evacuate civilians only extremely rarely and in an ad hoc manner, making it impossible to rescue most of those affected.
In total, approximately 6,000 civilians, including about 200 children, require assistance and immediate evacuation to territory controlled by Ukraine.
A separate priority for the Ukrainian authorities remains the return of the pupils from the Oleshky boarding school, whom the Russians illegally took to the occupied territories.
Ukraine continues its systematic efforts to identify and return each of them, despite the fact that some of the children have already reached the age of majority during the occupation.
“According to our information, these were children aged 9 to 17, but some of them have already turned 18 or older. However, this does not mean that we are removing them from the list. In other words, for any person who has reached the age of 18 but was a child at the time of the occupation, we continue to demand that the Russians return these people,” the ombudsman concluded.
Lubinec reported widespread and gross abuses at the TCC
As a reminder, an incident occurred in Kryvyi Rih, Dnipropetrovsk Oblast, involving a 34-year-old man who is a single father raising his 5-year-old daughter. He was taken to the TCC and SP while his child was at preschool, where she remained temporarily under the supervision of the principal.
Later, Lubinets responded to the mobilization of the single father in Kryvyi Rih.
