The occupiers are running out of time to prepare the Luhansk region for winter
On August 24, it became known that the occupying authorities in the Luhansk region are significantly behind schedule in their preparations for the heating season. Only slightly more than half of the heating mains are ready, while the gas and electricity networks are about 30% ready.
This was reported by Oleksandr Kharchenko, head of the Luhansk Regional Military Administration.
According to Kharchenko, preparations for the heating pipelines are slightly more than halfway complete. At the same time, work on the gas and electricity networks has been only about 30% completed over the past four months.
Kharchenko also recalled previous statements by the Russian side regarding the reconstruction of destroyed cities in the Luhansk region. He said that four years ago, the Russians promised to quickly rebuild the region’s destroyed settlements. Subsequently, as the official noted, they shifted to the demonstrative restoration of social infrastructure and buildings that had not sustained damage.
Now, according to Kharchenko, the situation has reached the point where even elements of infrastructure that survived the fighting are beginning to disappear.
As an example, he cited a street in Sievierodonetsk where the sidewalk pavers—laid before 2022—have disappeared. According to the official, they remained undamaged during the assaults, but now the pedestrian section of the street is covered in sand.
Kharchenko called this the “third stage” following promises of reconstruction and token restoration efforts.

The Ukrainian Armed Forces carried out localized counterattacks and advanced on several sections of the front. According to the Institute for the Study of War, Ukrainian forces halted the Russian advance in the Kozacha Lopan area and also achieved successes near Kostiantynivka and in the Zaporizhzhia region.
