Russia has asked India for more gasoline after losing 40% of its refinery capacity – Reuters
Russian oil companies have asked Indian refineries to increase gasoline shipments to Russia. At least one shipment of Indian fuel is already on its way to Russia, with more expected to follow, but Russian oil companies are asking for larger volumes because they have lost about 40% of their refinery capacity as a result of drone attacks.
Rosneft and Gazprom Neft have reached out to Indian state-owned and private companies for assistance. In July, Rosneft lost its Syzran and Saratov refineries, which completely halted production following drone strikes.
In June, Gazprom Neft lost its Moscow refinery and was also forced to shut down the Omsk refinery, which is the largest in Russia. Indian refineries responded that they have no spare capacity for export, but additional fuel supplies are possible through intermediaries by transferring fuel from tanker to tanker on the high seas.
In addition to gasoline, Russia may request diesel fuel from India, the production of which has also plummeted by 40% in the midst of the harvest season, forcing Russian authorities to manually ration available supplies to ensure stores are stocked with food. Currently, domestic diesel production meets current demand, but new Ukrainian attacks could put even more facilities out of commission. It will take at least two months to restore damaged facilities, provided there are no new airstrikes.

The Russian Red Cross has begun building up additional stockpiles of humanitarian aid for the temporarily occupied Crimea and Sevastopol following the declaration of a state of emergency on the peninsula.
On the temporarily occupied Crimean Peninsula, local residents report prolonged power outages, fuel shortages, rising prices, and problems with social infrastructure. According to them, the situation is particularly dire in the northern regions of the peninsula.
As a reminder, Ukraine has claimed to have struck 19 Russian tankers carrying fuel for Crimea.
