Russia has acknowledged the failure of its electronics import substitution program
Russia has officially confirmed what experts have long been saying—that its large-scale program to replace foreign electronics has failed. This was reported by the Foreign Intelligence Service of Ukraine, which noted that the Russian government has effectively acknowledged the failure of its electronic sovereignty strategy.
“The share of Russian products in government projects by 2030 has been reduced from the promised 80% to a paltry 58.7%. The initiative to lower the bar came from the Russian Ministry of Industry and Trade—even within the government, they understand the industry’s inability to meet the set targets,” the SVR noted.
The agency explained that the reason is a common one for Putin’s economy—funds have run out.
“The electronic engineering development program is short $422.7 million in funding for 2026–2028, and spending on the relevant state program has plummeted fivefold: from $338.4 million in 2024 to a meager $62.6 million in 2026,” Ukrainian foreign intelligence stated.
It is noted that some projects to develop microelectronics equipment were simply canceled, while the production deadlines for processors and modems were pushed back all the way to 2032—that is, to an indefinite future.
“The industry’s technological backwardness is directly confirmed. The ‘Irtysh’ processors, which Moscow presented as its own development for critical infrastructure, turned out to be, in fact, copies of the Chinese Loongson processors,” the SZRU reported.
The agency also reported that the Kurchatov Institute, a national research center, failed to complete the development of microchips—intended to replace products from Intel, Integrated Device Technology, Marvell Technology, and Broadcom—by the specified deadlines.
Russian experts themselves admit that the country simply lacks a full production cycle for modern electronics—neither the materials, nor the equipment, nor the technologies.
The Foreign Intelligence Service stated that government contractors are resorting to Chinese components, passing them off as “hybrid solutions.”
“According to estimates by Russian experts themselves, localization of more than 60% is impossible without domestic production of microchips using 28 nm and smaller processes. And under sanctions and without access to Western technologies, this seems like a pipe dream,” the agency explained.
It is noted that abandoning the 80% target is a capitulation to reality: the technological sovereignty that the Kremlin loves to boast about remains an empty propaganda myth.
