Video: Russian Commander Suspected of Torturing Civilians in the Kherson Region
Ukrainian law enforcement officials have identified the commander of a reconnaissance platoon of the Russian Armed Forces’ 247th Airborne Assault Regiment and have notified him in absentia that he is a suspect. He is accused of cruel treatment of the civilian population and other violations of the laws and customs of war.
It has been established that in the summer of 2023, the 33-year-old Russian soldier was enforcing the occupation regime on the temporarily occupied left bank of the Kherson region. After the destruction of the Kakhovka Hydroelectric Power Plant dam, he and other Russian servicemen patrolled the flooded town of Oleshky in a motorboat.
During one of these patrols, the occupiers unlawfully detained two local residents who were unarmed and had not participated in hostilities. The civilians were taken to an apartment on the ninth floor of a high-rise building, where they were forcibly held for 10 days under grueling conditions—without sufficient food, water, adequate sanitation, or medical care.
A Russian commander demanded information from one of the men about local volunteers, as well as information about his nephew. Every day, the victim was subjected to brutal interrogations: he was beaten, tortured with electric shocks by having wires attached to his fingers, and, to inflict even greater suffering, a wet rag was placed under his feet. During one of the interrogations, the suspect wrapped an electrical cable around the man’s neck and choked him until he lost consciousness.
The occupiers accused another civilian of mapping the Russian army’s firing positions and, under torture, tried to extract information about how he was passing intelligence to the Ukrainian Defense Forces. The man was systematically tortured with electric shocks and beaten indiscriminately all over his body. As a result of the abuse, he sustained numerous severe injuries, including fractures of 11 ribs, the sternum, and both sides of the jaw, as well as lung contusions and burns. Due to a lack of medical care and infection of his wounds, the victim developed gangrene, which led to the amputation of a finger on his hand.
At the end of June 2023, both victims were released.
Charges
The suspect is charged with cruel treatment of the civilian population and other violations of the laws and customs of war, committed by a group of persons acting in concert (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine).
The pretrial investigation in this criminal proceeding is being conducted by investigators from the Security Service of Ukraine in the Kherson region, with operational support from personnel of the 79th Border Guard Detachment of the State Border Guard Service of Ukraine. The non-governmental organization “OsintFlow” provided analytical assistance during the investigation.
