Details have emerged on how Russia planned a missile strike on an American factory in Mukachevo

The Security Service of Ukraine has identified four high-ranking Russian military commanders who ordered a missile strike on the Flex civilian factory in Mukachevo. 

Ukrainian law enforcement officials have already formally charged these war criminals with violating the laws and customs of war.

This refers to the high-profile missile attack that took place on August 21, 2025, against a civilian facility—the Flextronics plant in Mukachevo. 

This company manufactures household electrical appliances, including medical and telecommunications electronics and fitness trackers, for the global American corporation Flex. 

The Russian Federation launched two 3M-14 “Kalibr” sea-based cruise missiles at the industrial zone from the frigate “Admiral Makarov,” which was anchored in the outer roadstead of the port of Novorossiysk.

The enemy missiles struck the plant’s premises at around 4:30 a.m., causing significant damage to production facilities, offices, and warehouses. 

The explosions affected not only “Flextronics” but also the state-owned enterprise “Messer Ukraine,” which produces industrial and medical gases and leased equipment there. At that time, 25 people sought medical attention for injuries of varying severity.

The Security Service of Ukraine (SBU) office in Zakarpattia Oblast announced that four senior officers of the Russian Black Sea Fleet, who directly organized this attack, are under suspicion. 

Among them are Fleet Commander Admiral Serhiy Pinchuk, Chief of Staff Vice Admiral Arkady Romanov, Commander of the 30th Surface Ship Division Rear Admiral Volodymyr Kuzmin, and the division’s Chief of Staff, Captain 1st Rank Mykhailo Titov. 

Investigators have fully reconstructed the chain of command involved in the planning and execution of this crime.

The investigation revealed that Serhiy Pinchuk received an order from Russia’s top military and political leadership, while Arkady Romanov oversaw the planning of the strike and the allocation of targets. 

Subsequently, Volodymyr Kuzmin issued a combat order to Serhiy Gavrylenko, commander of the frigate “Admiral Makarov,” and Mykhailo Titov determined the exact coordinates of the target and the time of the strike. 

The Russian officers deliberately targeted a civilian enterprise.

“The investigation established that the motive for this strike was to terrorize the civilian population of Ukraine, halt the operations of industrial enterprises, create conditions for constant tension in society, and force Ukraine’s leadership to make territorial and political concessions favorable to the Russian Federation,” according to a statement from the Book of Torturers of the Ukrainian People.

This was reported on Wednesday, June 24, by the Mukachevo City Council, citing the information platform “The Book of the Executioners of the Ukrainian People.”
